(a) As used in this Section, the following definitions shall apply:

Commercial vehicle means any vehicle used for any commercial or business purpose and includes, but is not limited to, any trailer used for commercial or business purposes. Excluded from this definition is any passenger vehicle, with or without an attached trailer, used for any commercial or business purpose, the total or combined length of which does not exceed twenty-five (25) feet (as measured from extreme front bumper to extreme rear bumper).

Loading and unloading means the uninterrupted activity of continuously moving material, equipment, goods or other items of personal property from or to a vehicle during a twelve-hour-per-day maximum period.

Residential street means those public streets whose primary function is to provide access to immediately adjacent land used for single-family or multi-family residential purposes.

Semi-trailer means any wheeled vehicle, without motive power, designed to be used in conjunction with a truck-tractor so that some part of its own weight and that of its cargo load rest upon or are carried by such truck- tractor and which are commonly used to carry and transport property over the public highways.

Truck-tractor means any vehicle which is generally and commonly designed to draw a semi-trailer and its cargo over the public highways.

(b) It is unlawful to leave or park any semi-trailer and truck-tractor, or either of them, or commercial vehicle on any roadway, street or public right-of-way or residential property, except:

(1) During loading or unloading of such vehicle; or

(2) When such vehicle is being used to render services to a property located within two hundred (200) feet of where the vehicle is parked.

(c) It is unlawful to leave or park any vehicle, including but not limited to those listed in Subsection (a) above, which is in excess of twenty-five (25) feet in length, on any roadway, street or public right-of-way or residential property, except:

(1) During loading or unloading of such vehicle; or

(2) When such vehicle is being used to render services to a property located within two hundred (200) feet of where the vehicle is parked.

(d) Upon issuance of a permit, the owner of nonresidential property may park a semi-trailer, truck-tractor, commercial vehicle or motor vehicle in excess of twenty-five (25) feet in length on such property. The permit process for the parking of a semi-trailer, truck-tractor, commercial vehicle or motor vehicle in excess of twenty-five (25) feet in length will be governed by the procedures set forth at Section 8-140 of this Code.
