No person shall place any rubbish, weeds or brush in any street, alley or other public place, or upon any private property, whether owned by such person or not, within the Town, except if it is in proper containers for collection or under express approval granted by the Town. Refuse containers shall remain covered at all times and shall be kept off the street, curb, sidewalk and all other public ways, and concealed from public view, except on collection day.
