In no event shall any person keep at his or her premises more animals than can be properly maintained in a healthy condition without presenting a health or safety hazard to the owner, possessor or keeper and without constituting a nuisance to the occupants of neighboring properties. The number of animals maintained or kept on the property of the owner, possessor or keeper shall be deemed a nuisance to the occupant of neighboring properties in the event the peace of the neighbor is disturbed or their ability to enjoy their property is negatively affected.
