No license may be transferred from one (1) person to another, or from one (1) place to another, except where permitted by state law or the provisions of the Code relating to the particular license, and then only by the Town Clerk after written application therefor and the payment of a fee as set by the fee schedule adopted by resolution for the transfer of such license.
