The owner or operator of any mobile home park as defined in Section 16-42 of this Code shall pay an annual fee as set by the fee schedule adopted by resolution in addition to an annual fee as set by the fee schedule adopted by resolution for each mobile home space in the mobile home park, whether occupied or not.
