There is hereby granted by the Town to United Power a franchise for the exclusive right and duty to furnish, sell and distribute electricity to its certificated area within the Town by means of underground conduits and cables, overhead cables and wires supported by poles, structures or otherwise, over, under, along, across, and through the public ways in the Town of Frederick and within its certificated area as may hereafter be included in the boundaries of the Town of Frederick.
