The Town Clerk shall cause notice of the proposals for bids to be published in a newspaper published in the Town once not less than ten (10) days prior to the date set for the opening of bids. Such notice may also be published in any other publication of limited circulation or trade journal designated by the Board of Trustees. The Town Clerk shall mail copies of such notice to a reasonable number of persons or firms who could reasonably be expected to make a bid, if so directed by the Board of Trustees. Whenever a larger number of publications is required by state law or this Code, as in Section 4-72 hereof, such requirements shall be followed. The notice to bidders shall describe the subject of the bids and the place where the specification and the conditions and terms of the proposed contract may be obtained and examined, the time when and the place where bids shall be received, and the time and place of the opening of the bids. The notice to bidders shall also state that the Town reserves the right to reject any and all bids. The Board of Trustees, at its sole discretion, may dispense with the formal published notice for any bid, instead sending notice of the proposal to persons and firms who could reasonably be expected to make a bid as provided above.
