All work done by the Town in the construction of works of public improvement at or above a cost of ten thousand dollars ($10,000.00) shall be done by contract to the lowest responsible bidder on formal sealed bids after ample advertisement. The Town shall not be required to advertise for and receive bids for such technical, professional or incidental assistance as it may deem wise to employ in guarding the interest of the Town against the neglect of contractors in the performance of such work or as may be prescribed by state or federal security policies.
