(a) There is hereby created a Capital Facilities Fund for the Town, said fund to be used for the acquisition of property and equipment; the construction of streets, walkways and bridges; the construction of public buildings; the construction of drainage facilities; and planning and engineering studies to implement the above-mentioned capital facilities.

(b) Reasonable fees sufficient to cover the costs of administration, inspection, publication of notice and similar matters for this fund will be charged to applicants for building permits based on the nature of the proposed development. The fee schedule will be adopted by resolution periodically by the Board of Trustees and shall include rates for commercial/industrial, single-family residential and multi-family residential.
