All ordinances and resolutions, or orders for the appropriation of money or to enter into contract, shall require for their passage or adoption the concurrence of a majority of all the members elected of the Board of Trustees. All ordinances which are to take effect under an emergency clause shall require an affirmative vote of three-fourth (3/4) of the members of the Board of Trustees. In all other matters, a majority of the votes cast is sufficient for passage or adoption. (Prior code 5.8)
