Each property shall be served by its own service line, and no connection with the water utility shall be made by extending the service line from one (1) property to another property. In cases where service lines have been so extended from one (1) property to a different property, the continued use of such extension shall be permitted only until water mains are laid in the street in front of such property, at which time connection shall be made to the water main at the expense of the owner of the property served by such extension and such extended service line shall be discontinued.
