(a) There is hereby imposed on each customer a single-source waste and recycling service utility fee. The amount of such fee shall be as set by the Board of Trustees in the fee schedule adopted by resolution and may be changed from time to time.

(b) All industrial or commercial establishments or multi-family residences of eight (8) or more units shall be exempt from all single-source waste and recycling service utility fees imposed by this Article to the extent those services are provided by a private entity to such industrial or commercial establishment or multi-family residence.
