It is the intent of this Article to promote the public health, safety and welfare by permitting the coordinated, clean and efficient removal of residential waste within the Town boundaries and minimize inconsistent collection of such waste and the inconvenience and damage resulting therefrom; to establish a single-source waste service utility to coordinate, design, construct, manage, operate and maintain a residential waste collection system; to establish a reasonable and equitable program to finance regular curbside residential waste collection, including operation, maintenance and administrative activities; and to encourage and facilitate residential waste collection management techniques, including, without limitation, containment of residential waste, encouraging recycling of post-consumer materials, reduction of pollution and enhancement of the environment.
