(a) Residential property shall be billed on a flat-rate-per-dwelling-unit basis at the rate amount set forth in a fee schedule adopted by resolution pursuant to this Article.

(b) Nonresidential property shall be billed at a rate calculated through consideration of lot size and impervious area, such fee being based on an average nonresidential amount set forth in a fee schedule adopted by resolution pursuant to this Article.

(c) Properties shall be placed in the most appropriate category and calculation for storm water utility fees, based on the best information available at the time in reference to the Town’s zoning classification and parcel database, as prepared from Weld County records. Obvious and known exceptions to the database zoning classifications will be addressed with the initial billing efforts; thereafter, bills will be initiated for a property in the month following the issuance of a temporary or final certificate of occupancy.

(d) These general billing procedures may be supplemented by the Town’s internal policies and additional billing guidelines as may be adopted by resolution of the Board of Trustees and subject to change from time to time. (Ord. 995 § 1, 2009)
