All sidewalks, curbs and gutters shall be constructed within ninety (90) days from the time that construction of any dwelling or residence or commercial building is commenced on any land in the Town. It shall be unlawful for any person to lay out, construct or reconstruct any sidewalk, curb or gutter without first obtaining a permit therefor. (Ord. 1006 § 1, 2009)
