It shall be unlawful for the owner of any building or the contractor for its removal, or either of them, to move any building over the streets of the Town without first obtaining a permit therefor from the Town Engineer. In granting such a permit, the Town Engineer may impose such restrictions or conditions as he or she deems necessary to protect the streets of the Town or any utilities from damage, and the Town Engineer may make any other reasonable requirements which he or she deems necessary for the protection of the public.
