Any person owning or constructing any ditch, race, drain or flume in, upon or across any public street within the Town shall keep the same open for safe and convenient travel by constructing bridges over the same. Such bridges shall be of substantial construction and shall cover the full width of the street, and after such construction, the owner thereof shall keep the same in good condition and repair.
