All openings made in any street shall be made under the supervision of the Town Engineer, and he or she shall have the right to prescribe the method to be used in the excavation, the width thereof and any other reasonable conditions for the protection of utilities or the public, or for minimizing the interference with vehicular or pedestrian traffic.
