(a) No person shall beg or solicit aggressively for a gift of money or anything of value on any public street, sidewalk, way, mall, park, building or other public property or on any private property open to the public while in close proximity to the individual addressed. Aggressive begging means begging or soliciting accompanied by or followed immediately by one (1) or more of the following:

(1) Words and/or conduct that is intimidating, threatening, coercive, or obscene and that causes the person addressed to reasonably fear for his or her safety; or

(2) Addressing fighting words to the individual addressed.

(b) If one (1) person acts in concert with another to beg aggressively, such that one (1) person begs or solicits, and the other commits one (1) or more of the additional acts constituting aggressive begging, both are deemed to be in violation of this Section.

(c) This Section is deemed a noncriminal violation. Upon conviction penalties set forth at Section 1-72(a) of this Code shall apply. (Ord. 1311 §2, 2019)
